why the session opration in the class Slim\Http\Util not in the class Slim\Middleware\SessionCookie

in Slim\Middleware\SessionCookie there also have the code:
            array($this, 'open'),
            array($this, 'close'),
            array($this, 'read'),
            array($this, 'write'),
            array($this, 'destroy'),
            array($this, 'gc')

but why invoke \Slim\Http\Util::serializeCookies

i mean why the method \Slim\Http\Util::serializeCookies is not the handle of session_set_save_handler ?
